City Manager

Jill Silverboard was selected in December 2007 to serve as Assistant City Manager and has oversight of the City’s primary operations departments. Silverboard, who has more than 20 years experience in local government administration, served as City Manager of Madeira Beach, Fla. prior to coming to Clearwater. Silverboard has also served as City Manager in Destin, Fla. for a year and Deputy City Manager for four years. Prior to Destin, Silverboard promoted to various positions, including Deputy City Manager, during her eight years at the City of Hallandale Beach.

Silverboard earned a Masters of Public Affairs from Western Carolina University and a Bachelor of Arts from Lenoir-Rhyne College in North Carolina. She is a member of the International City Management Association and is an ICMA Credentialed Manager. She is also a member of the Florida City and County Management Association, American Institute of Certified Planners and American Planning Association.
