Image of Justice statueThe Office of the City Attorney provides timely, cost-efficient, quality services and advice to support the City Council, the City Manager, and all city departments, boards, and agencies in fulfilling their missions and goals. The responsibility of the City Attorney's Office is to advance, advocate, and safeguard the interests of the City within the bounds of the law.

The City Attorney's office does not provide legal advice to citizens. If you need legal advice, please contact a private attorney. If you cannot afford an attorney, Gulfcoast Legal Services and the Community Law Program (CLP) offer pro bono programs for citizens who meet the income requirements. The telephone number for Gulfcoast Legal Services is 727-443-0657 in Clearwater, and their website address is www.gulfcoastlegal.org.

The Pinellas County Clerk's Office, working with Gulfcoast, CLP and the Judiciary now offers affordable legal assistance to pro se litigants at the legal Self Help Centers. The Self Help centers are limited to landlord – tenant issues, small claims, and family law issues.  There are no income requirements to use the Self Help Centers. Pamela Akin became Clearwater City Attorney in October of 1994. Before coming to Clearwater, Pam with the City Attorney’s Office in Tampa for 11 years, with the last 6-1/2 years as Tampa’s City Attorney.

Pam's experience as a municipal attorney is varied. She has drafted cable franchises, ordinances and development agreements. As City Attorney for Clearwater, Pam is responsible for managing the law office, advising the City Council, the City Manager, departments of the City and boards of the City. In 1999, Pam received the Paul S. Buchman award for Outstanding Municipal Attorney of the Year. She has been recognized by her peers as one of Florida’s Legal Elite six times, and has been a finalist for the Florida League of Cities City Attorney of the Year three times.

During Pam’s tenure with the City of Clearwater, the City has prevailed in several high-profile cases, including the landmark case on public records law in the State of Florida, St. Petersburg Times v. City of Clearwater. She has developed a well educated and highly skilled staff of attorneys and support staff who strive to provide outstanding legal services to the City.
