DEVELOPMENT OF RENTAL HOUSING PROJECTS

FUNDED THROUGH THE
CITY OF CLEARWATER, FLORIDA
FOR
LOW INCOME HOUSING TAX CREDIT PROGRAM PROJECTS

The City of Clearwater, Florida announces to interested parties the availability of funds for the production of rental housing and requests in association with eligible projects selected through the State of Florida’s FY 2014 Low Income Housing Tax Credit Program.

The Low Income Housing Tax Credit Program is governed by the U.S. Department of Treasury to provide for-profit and non-profit organizations with a dollar-for-dollar reduction in federal tax liability in exchange for the acquisition and substantial rehabilitation, substantial rehabilitation, or new construction of low and very-low income rental housing units.

The City will make available $75,000 as the local government contribution for those applying to the Low Income Housing Tax Credit Program with one approved project. The project considered for funding will be selected based upon the program selection criteria included with the application.

The application cycle will begin on October 17, 2014 and close at 4:30 p.m. on November 14, 2014. No late proposals will be accepted. Decisions regarding the proposed projects will be made by the City Council on December 18, 2014.

Application packets are available via the internet at www.myclearwater.com/housing through the Economic Development and Housing Department website. Also located on the site is the selection criteria used to rank the applications. Printed copies of these documents are available at the City’s Economic Development and Housing Division located in the City Hall (first floor) at 112 South Osceola Avenue, Clearwater. All proposals must be prepared using the City’s application form and related support documents and must be submitted to City’s Housing Division located at the address listed above.

A DEVELOPMENT AGREEMENT

Significant changes to the plan include:

  • Police Range Improvement – This project has been established in the amount of $1,700,000 for the reconstruction of the Police firing range at the Countryside Substation, which will include a new baffling and bullet containment system.
  • New AC System/Chiller for Police and MSB Facilities – This project has been established in the amount of $1,750,000 for the replacement of the air conditioning and chiller systems at the main Police Station and the Municipal Services Buildings.
  • Fire Engine Replacement - The infrastructure tax funding for this project has been increased in the amount of $549,830 to include the replacement of one of the City’s front line fire engines.
  • Replace Hangar “C” – This project has been established in the amount of $240,000 providing for the demolition and rebuilding of this hangar at the City’s Clearwater Airpark.

The following currently approved project reflects changes in scope and funding level:

Countryside Library  – The Countryside Library project provides for the construction of a new library in the Countryside area.  A scope change is necessary to the project to provide for the inclusion of HVAC upgrades and chiller costs for the Countryside Recreation Center as part of the construction contract.  In addition, additional funding of $812,668 of Penny for Pinellas infrastructure funds will be allocated to the project for this work.

This project is currently funded with $6,250,000, of Penny for Pinellas funds.  Final budget proposal for this plan necessitates an increase of $812,668 to bring the total Penny for Pinellas funding to $7,062,668 for this project for capital construction of the facility.
