The Department of Environmental Protection gives notice of its preparation of a draft permit (FL0021865-008) for the City of Clearwater for a substantial revision to an existing 5.0 million gallons per day annual average daily flow permitted capacity Type I advanced wastewater treatment facility. The facility is permitted to discharge advanced treated domestic wastewater effluent to Old Tampa Bay (D001) and public access reclaimed water to land application reuse sites (R001). The substantial revision is the granting of a phosphorus waiver. The facility is located at 3141 Gulf to Bay Boulevard, Clearwater, FL 33759, in Pinellas County.
The Department of Environmental Protection gives notice of its preparation of a draft permit (FL0128937-011) for the City of Clearwater for a substantial revision to an existing 13.5 million gallons per day annual average daily flow permitted capacity Type I advanced wastewater treatment facility. The facility is permitted to discharge advanced treated domestic wastewater effluent to Old Tampa Bay (D001) and public access reclaimed water to land application reuse sites (R001). The substantial revision is the granting of a phosphorus waiver. The facility is located at 3290 State Road 580, Safety Harbor, FL 33695, in Pinellas County.
Any interested person may submit written comments on the draft permit of the Department or may submit a written request for a public meeting to Jeff Hilton, P.E., Florida Department of Environmental Protection, Southwest District Office, 13051 North Telecom Parkway, Temple Terrace, Florida 33637-0926, jeff.hilton@dep.state.fl.us, in accordance with Rule 62-620.555 of the Florida Administrative Code. The comments or request for a public meeting must contain the information set forth below and must be received in the Southwest District Office within 30 days of publication of this notice. Failure to submit comments or request a public meeting within this time period shall constitute a waiver of any right such person may have to submit comments or request a public meeting under Rule 62-620.555, Florida Administrative Code.
The comments or request for a public meeting must contain the following information:
a) The commenter’s name, address, and telephone number, the applicant's name and address, the Department Permit File Number and the county in which the project is proposed
b) A statement of how and when notice of the Department action or proposed action was received
c) A statement of the facts the Department should consider in making the final decision;
d) A statement of which rules or statutes require reversal or modification of the Department action or proposed action; and
e) If desired, a request that a public meeting be scheduled including a statement of the nature of the issues proposed to be raised at the meeting. However, the Department may not always grant a request for a public meeting. Therefore, written comments should be submitted within 30 days of publication of this notice, even if a public meeting is requested.
If a public meeting is scheduled the public comment period is extended until the close of the public meeting. If a public meeting is held any person may submit oral or written statements and data at the meeting on the Department proposed action. As a result of significant public comment the Department final action may be different from the position taken by it in this draft permit.

The Department of Environmental Protection gives notice of its preparation of a draft permit (FL0186261-005) for the City of Clearwater Master Reuse System to the City of Clearwater Public Utilities Department, P. O. Box 4748, Clearwater, Florida 33758-4748, to operate an existing 12.0 MGD annual average daily flow permitted capacity Part III slow-rate public access master reuse system serving the general service area of the City of Clearwater. The permit also allows for the transfer of up to 3.0 MGD AADF Part III public access reclaimed water to the Pinellas County William E. Dunn WRF Master Urban Reuse System (FL0128775). In addition, golf course irrigation storage lakes are included with a stormwater discharge (D-001) at the Countryside Country Club Pond and (D-002) at the Belleair Country Club Golf Course Pond.

Interested parties may appear and be heard at the hearing or file written notice of approval or objection with the Planning and Development Director or City Clerk prior to the hearing. Any person who decides to appeal any decision made by the Board or Council, with respect to any matter considered at such hearings, will need to request a record of the proceedings and, for such purpose, may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based per Florida Statute 286.0105. Community Development Code Sec 4-206 states that party status shall be granted by the Board in quasi-judicial cases if the person requesting such status demonstrates that s/he is substantially affected. Party status entitles parties to personally testify, present evidence, argument and witnesses, cross-examine witnesses, appeal the decision and speak on reconsideration requests, and needs to be requested and obtained during the case discussion before the CDB.
An oath will be administered swearing in all persons giving testimony in quasi-judicial public hearing cases. If you wish to speak at the meeting, please wait to be recognized, then state and spell your name and provide your address. Persons without party status speaking before the CDB shall be limited to three minutes unless an individual is representing a group in which case the Chairperson may authorize a reasonable amount of time up to 10 minutes.
Five days prior to the meeting, staff reports and recommendations on the above requests will be available for review by interested parties between the hours of 8:30 a.m. and 4:30 p.m., weekdays, at the City of Clearwater, Planning and Development Department, 100 S.
