PROGRAM AMENDMENT

FY07-08 CONSOLIDATED ACTION PLAN

The City of Clearwater through their Economic Development and Housing Department will be making an amendment to their FY07-08 Consolidated Action Plan. The amendment will entail changing the intended use of $1,366,900 in Community Development Block Grant Funds that was originally budgeted for other approved eligible activities and reprogrammed for the proposed projects listed below.

Real Property Acquisition – A total of $466,900 is proposed for the purchase of real property located at 1317 & 1327 North Martin Luther King Avenue and 1104 Tangerine Street, Clearwater  (a/k/a Lots 17, 18 and 19 of Block C of Greenwood Park Subdivision). The reuse of the property is to be determined.

Real Property Acquisition – Provide a loan to SP County Club Homes LLC (the Developer) in the amount of $700,000 to purchase approximately 2.07 acres of real property located at 290 feet on Drew Street with an E/W boundary of 310 feet on North Betty Lane and Fredrica Drive, Clearwater. The Developer will build 36 new affordable housing units.

Demolition – Provide a total of approximately $200,000 to Pinellas Habitat for Humanity to demolish buildings located at 1884 North Betty Lane, Clearwater. The site is approximately 8.81 acres and is the former Homer Villas Rental Community. Pinellas County Habitat for Humanity proposes to build a minimum of 50 new single-family affordable housing units.

The Community Development Board of the City of Clearwater, Florida, will hold public hearings on Tuesday, May 20, 2008, beginning at 1:00 p.m., in the City Council Chambers, in City Hall, 3rd floor, 112 South Osceola Ave, Clearwater, Florida, to consider the following requests:

4.  Everybody’s Taberbacle, Inc. are requesting Flexible Development approval to permit the expansion of a "social/public service agency" in the Institutional (I) District by the construction of a new, two-story, 10,015 sq ft building for the Homeless Emergency Project (HEP) in conjunction with other existing uses (place of worship, residential shelter and accessory dwelling) with reductions to the front (west) setback from Fairburn Ave. from 25 ft to 10.18 ft (to proposed building), 8.3 ft (to existing building) and 20.5 ft (to proposed pavement), a reduction to the front (north) setback from Otis C. Green Dr. from 25 ft to 8.25 ft (to existing pavement), a reduction to the front (east) setback from N. Betty Ln. from 25 ft to 20.3 ft (to existing building) and a reduction to required parking from 122 to 43 spaces, as a Comprehensive Infill Redevelopment Project, under the provisions of Sec. 2-1204.A, and a reduction to the landscape buffer along Otis C. Interested parties may appear and be heard at the hearing or file written notice of approval or objection with the Planning Director or City Clerk prior to the hearing.  Any person who decides to appeal any decision made by the Board or Council, with respect to any matter considered at such hearings, will need to request a record of the proceedings and, for such purpose, may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based per Florida Statute 286.0105.  Community Development Code Sec 4-206 states that party status shall be granted by the Board in quasi-judicial cases if the person requesting such status demonstrates that s/he is substantially affected.  Party status entitles parties to personally testify, present evidence, argument and witnesses, cross-examine witnesses, appeal the decision and speak on reconsideration requests, and needs to be requested and obtained during the case discussion before the CDB.

An oath will be administered swearing in all persons giving testimony in quasi-judicial public hearing cases.  If you wish to speak at the meeting, please wait to be recognized, then state and spell your name and provide your address.  Persons without party status speaking before the CDB shall be limited to three minutes unless an individual is representing a group in which case the Chairperson may authorize a reasonable amount of time up to 10 minutes. 

Five days prior to the meeting, staff reports and recommendations on the above requests will be available for review by interested parties between the hours of 8:30 a.m. and 4:30 p.m., weekdays, at the City of Clearwater, Planning Department, 100 S.
