What is Annexation?
Annexation is the process of adding real property to the boundaries
of the incorporated limits of the City of Clearwater consistent with approved
criteria.
Why Annex?
Annexation allows property to become a part of the City of Clearwater
and eligible to receive all municipal services and utilities that are
available to properties located within the City limits. Compared with
properties located in unincorporated areas, properties within the City's
jurisdiction are generally provided with enhanced services at lower rates.
The City of Clearwater is largely built out. Because of our built out
status, we continue to rely on voluntary annexation of properties for
our future growth. The Long Range Planning Department promotes
voluntary annexation within our planning area. Periodically, various
neighborhood meetings are held with property owners to explain the benefits
of annexation and to extend our invitations to them to annex their properties
into the City.
What are the criteria for annexing properties?
In order for specific property within unincorporated areas to be voluntarily
annexed, Chapter 171.044 of the Florida Statues requires that the following
criteria be met:
- An application is filed with signatures of all property
owners.
- The property must be contiguous to the municipality's
boundaries.
- Annexation of the property must not result in the creation
of unincorporated enclaves of improved or developed property.
