Clearwater Police Charge Man With Multiple Felonies

A Clearwater man faces five counts of false imprisonment, two counts of sexual battery and one count of human trafficking for incidents related to people who were living with him.
Jeffrey Keowin (DOB 11-5-76) of 1412 N. Osceola Ave. remains in the Pinellas County Jail on the multitude of charges. He was arrested last week after an investigation by the patrol and detective divisions.
Keowin is accused of taking advantage of the victims, who are either underage or have some type of mental disability. He met the victims in Indiana and then allowed them to stay at his residence in Clearwater.
He took possession and control of their monthly finances, which were government benefits in most cases. He did not allow them access to their money, and did not allow them to leave the residence without his permission.
The victims had limited access to food and other essentials. He also refused to allow them access for necessary medical treatment for conditions such as diabetes or psychological conditions. They were not allowed to use a telephone outside his presence and were barred from contacting friends and relatives.
Keowin used verbal threats to enforce the rules of the house, and also slapped, punched and kicked the victims. He also forced one victim into prostitution in which he collected the proceeds. He also attempted to force two others into prostitution.
The suspect also is charged with forcing one female resident, who is a minor, to engage in oral sex with him. And he is charged with the sexual battery of a mentally disabled 20-year-old male victim.
